The Failure of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are conducted: optimistic declarations are delivered from different nations. Considerable effort is devoted on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor missile launches from Russian territory, a capacity enabled by up-to-date information. From witness perspectives, military aircraft that had been dispatched to intercept incoming aerial threats flew past – modern combat jets delivered to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by Western nations. Every deployment creates sudden vibrations, causing tremors. The brief panic quickly becomes resigned acknowledgment: possibly the approaching threat won't hit its mark this time, sparing the city from ruin and further power outages.

Persistent Threats

Not long after, a heavy machine gun engaged a drone in the vicinity, part of a defensive team – most likely allied-provided weaponry. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.

With pauses, this carried on until dawn. Kyiv greeted the early updates: several casualties, damage and utility failures in multiple buildings as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those 24 hours illustrated Ukraine's vital need on external assistance – a dependence that regional partners are clearly incapable to substitute in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new initiative from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually secure success. This cycle will, undoubtedly, persist.

Strategic Calculations

It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the whole story. US administration functions according to a assumption understood by experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is unrealistic to force Russia to abandon the territory that it currently occupies in Ukraine's south or east.

The challenge is that while acknowledging this situation, American administration does nothing to deter Moscow, through statements or actions, from assuming that the situation will not shift further in its benefit in the months ahead.

Divergent Views

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to end hostilities, but they will continue as long as Russia's leader remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but averting a complete military breakdown until situations evolve in its benefit.

Current Realities

Factually, there are no genuine requirements for a truce. Now, subjective factors are entering the equation: political desires to mediate resolution and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will modify their basic position.

These two forces are guiding negotiations.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and reflect certain reluctance to modify developments, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
